You would require chinese translator who would translate the english config into chinese. Then you need to login in chinese and when you go to SPRO, you will see the descriptions blank. Cut paste here the translated text. E.g. if you defined new purchase order type 'Domestic PO', then when you login in chinese and go to the SPRO and open purchase order type, you will see the key but the descriptions as blank. Paste the chinese text of 'domestic po' and save. Then if a user logs in chinese, in the drop down of purchase order type, he will see the correct chinese translation.
Note that some configurations require chinese transalations and some don't. The best way to find out is open SPRO login in chinese and open each config, where ever you find blank, there you need to put the translated text. This is exhaustive excersice but has to be done. Some example of config that does not require translation are Storage location desc etc, where as that require translation are material groups, document types (in case you defined new) etc.
