在planned independent requirement的处理中，adjust与reorg起到很大的作用；adjust类似于consumption并不会真正地去deduct掉PIR，而reorg则会处理掉PIR；

Ajust period类似于forecast horizon。Reorg，若要完整地清除PIR hisotry，可以采取三步走的策略。
