To implement the solution, please execute the following steps in Test instance first:
1. Go into the responsibility: System Administrator
2. Navigate to Profile -> System
3. Change the below profile for the user to a territory different than the US :
HZ: Reference Territory
ICX: Territory
4. Retest the issue.
5. Migrate the solution as appropriate to other environments.
