In S4 cloud, it is not possible to create employee via tcode BP any more in backend via support user:

Instead, you have to do it using business user in Fiori UI.

Logon Fiori UI with the generic user "ADMINISTRATOR" with password "Welcome1".

Click tile "Import Employees":

Choose Basic Employee Import from drop down list.

Download excel template locally.

Fill the excel locally, and upload it to system by clicking button "Import":

Once done, you should see the success message in log:

The created employee could be searched in Fiori UI:
