How To Enforce Password Protection On Accessing Menu Help > Diagnostic > Examine? [ID 1487534.1]

Goal
How can one have the access to Help>Diagnostic>Examine be password protected?
Fix
Prior to R12.1.3, the password protection for this submenu was controlled through the profile option Utilities:Diagnostics. If Utilities:Diagnostics was set to No, then users were forced to enter the password for the APPS schema to use these Diagnostics features.
Starting from R12.1.3, with the introduction of the following unpublished enhancement, the password protection challenge was removed:

Instead, users who do not have the required grants to access this functionality will get the following warning message, if the profile option Utilities: Diagnostics is set to No:
"Function not available to this responsibility. Change responsibilities or contact your System Administrator."
In order to enable trace options, one of the following below has to be done to each responsibility:
- Grant Permission Set 'FND Diagnostics Trace Menu', 'FND Diagnostics Menu Support' or 'FND Diagnostics Menu Developer'
- Add submenu 'FND Diagnostics Support' to the responsibilities menu.
