动态监听不需要把注册信息写入到监听文件

动态监听有两种状态 ready和block 在数据库open的状态下为ready

这部分可以省略，如果需要这个服务在配置
PLSExtPro 是pl/sql external procdure 的意思，就是在pl/sql中调用外部语句，如c,java写的过程。
现在，Oracle已经全面支持JAVA了，这东西也就过时了，之所以继续保留是考虑到兼容以前老版本的数据库实例。

静态监听只有一种状态就是unknown 不管数据库在nomount还是open状态
静态监听的优点 这些情况都不会一起监听注册失败
1、监听没有最早启动
2、数据库运行期间，监听发成重启
3、oracle实例还没有open
