Environment
O/S : Windows 10 64bit

IQ Client : EBF 22903: 16.0 SP04 - 64 Bit (IQNC160004_0-20011253.ZIP)

Reproducing the Issue
Unzip IQ client file(IQNC160004_0-20011253.ZIP) and execute setup.exe

Cause
According to SAP PAM(Product Availability Matrix), Windows 10 has not been certified to be supported IQ 16.0 network client yet.

Resolution   
A workround is available for this issue.

Try installing using compatibility mode:
(1) Point to the setup files.
(2) Right click the setup file and click 'Troubleshoot compatibility'
(3) Wait while it detects the problem.
(4) Click the option 'Worked in a previous version of Windows'
(5) Select Windows 7 RTM or preferable Windows Vista SP2
(6) Click Next
(7) Click Start the program, wait while it installs
(8) When installation is complete, click Finish and save the settings.
