在SOA Suite 中weblogic EM 部署JAR包的时候报错 weblogic.common.ResourceException: No good connections available. 基本确定是数据库问题， 通过手工连接数据库测试， 发现数据库偶而出现连接不上的情况，通过数据库
方面的处理(后台机器挂了，恢复后重新启动监听及数据库)， db系统恢复正常， 部署也恢复正常 。
