Error ORA-20001: SQL_PLSQL_ERROR: N, ROUTINE, MO_GLOBAL.INIT, N, ERRNO, -20001, N, REASON, ORA-20001: APP-FND-02901: You do not have access privilege to any operating unit. Please check if your profile option MO: Security Profile includes any operating unit or the profile option MO: Operating Unit is set.

修改 NLS_LANG = AMERICAN.ZHS16GBK 解决。具体原因待查。
